I believe that was done through the definition of a custom field type. The field type would essentially read a flag stored in a given column and then choose the appropriate graphic to render.
Could you please explain further? What kind of field type, how color can be stored and so on. Do you have any code for this feature we can try.
I didn't develop that particular customization, thus I don't have the code. However, the manner in which I would approach it is along the lines of what I mentioned.
That is, create a new field type and insert that field into the view. The logic in the controller for that field would have a loadData method that reads the value from the database and could set a variable such as: red, yellow, green. Within the Handlebars template you can then render a graphic such as "red.png" using the previously set variable to determine the name of the PNG to load.

I was involved in the development team, that dashlet is a component made in Vaadin Java, then the process was painting was a query to the BPM, and was embedded into sugarcrm to show the process of that record.
So if you want to do something like that only in SugarCRM, there are several options, but I think the most appropriate would create a field that give status and that status paint it depending on the value containing (High, Medium, Low) (Red, Orange, green)
