You mean you don't see any errors in Sugar's own log? If you get an error that kills/crashes the app, and there isn't an error in Sugar's own log, then you'll probably see some error logged into httpd/apache2 log.
I am checking the PHP error logs also sugarcrm.log file, and I did change the system from only log Fatal to Debug.

I just notice that it seems to be stuck on "Rebuilding TableDictionary...", do you know why does it stop there... is there any solution ??

I'm guessing you'd likely see something in the php error logs suggested above. Since it is on Table Dictionary where the failure is happening you may have a file being referenced from either the package or the system in custom/Extension/application/Ext/TableDictionary that doesn't exist
My advice would be to check the php errors logs if you are on premise. If you are on the cloud use the cloud insights tool to download the latest php error logs from there. If the rebuilding tabledictionary is going wrong because of an SQL issue that should be logged in the php error logs
Thanks, Everyone for your help, after debugging the issue in many directions I figure out that the package that I was installing had some dependencies and if you don't align the installation on the correct order the installation stops, also there are no errors on the system that tells you that. I am working on merging few packages into one to facilitate the installation and void this issue in the future.
