I have multiple dashlets that correlate with each other. If the colors are inconsistent, this makes the graphs confusing and can cause errors for end users. Is there a way to control the color of the legends displayed in the "summation report with details" graph?

The chart colors for report charts are not able to be configured by users. Sugar has a few open enhancements for this functionality:
I recommend filing a support case with Sugar Support with a reference to these enhancements so they can track the customer demand for this functionality.
