I think that this server is internal for sugar therefore you get timeouts
Sugar ships with all of its vendor dependencies so there is no need to do a composer install in the main application. As Jeroen mentioned that repository is for internal use only.
Indeed there is no need to do a composer install. But the issue is that when you get access to developer tools (for unit testing) one of the first steps you should do is run composer. I ran into the same timeouts a while back because I didn't check the composer files before I ran it
You are totaly right Jeroen Somhorst and to solve that you have to ways. The first one is to perform the composer install of each component available in the dev part of the composer.json. The second one is to perform a composer install --prefer-source
