Is there any way to access the SugarCRM logs from an external API?

I am not aware of an API that will give you the log.
The Sugar log is just a file on the file system, you could just read it using PHP if your external application has access to the sugar server.

If it does not you could create a custom API that reads the contents with file_get_contents and returns the contents to you.
