These posts might help you figure things out as they've done for me in the past:
If you have confirmed that the email settings are correct ('Admin => System Email Settings' 'Test Email'), then I would ensure that the user(s) have 'Notify on Assignment' enabled in their profile. You can check this by going to 'Admin => Users' and locate the user(s) and click Edit. From there you can go to the advanced tab, where you will want to confirm that the 'Notify on Assignment' is checked:2018-04-24_1442
If the email settings are confirmed working, and that checkbox is checked they should be receiving those notifications. At that point, I would ensure the user checks their spam folder to see if maybe the email is just not hitting their inbox.
