Not able to see Parent Accounts for Regular Users in lookup search

Hi, when a regular user logs in he is not able to see all Accounts in any module's Account Name field. For example if a regular user is creating a Opportunity, and when he tries to select a Account in Account field, he can only see child Accounts. Parent Accounts and Accounts who don't have any parent or child are not showing up in look up. They are working fine when clicking on Search and Select, all Accounts listed in the search select popup.

 

Strange thing here is, everything works fine for Administrator users. Only problem is for Regular Users. I have not used any roles or permissions.
