No valid authentication for user

I am trying to install a backup from SugarOnDemand locally for development, something I've done many times before. However the latest upgrade 7.11 won't let me login, I get a pop-up stating

"Invalid Credentials No valid authentication for user."

From what I've been able to determine, it seems the oauth token isn't being passed to the authentication request, it is being generated as I see it the database table but it won't login.

I set the log level to debug and noticed the following messages in the log file

"An exception happened: ( 401: need_login)No valid authentication for user."

"Unregistered Transaction name for URI: /sugarcrm/"

"Unregistered Transaction name for URI: /sugarcrm/rest/v10/oauth2/"

The install directory is /sugarcrm and .htaccess has the rewrite dir set to the same. I tried changing the dir privs to 770, 775 and 777, makes no difference.

I still have the previous version v7.10 which is setup the same way and works perfectly as did several previous versions.

Any suggestions as to whats different with v7.11 authentication?
