Is there any way to assign single record to multiple users?
Out of the box, Sugar is not designed around the idea that multiple Users are assigned to a single record. Our visibility and interaction restrictions are built with using the following ideas:
Teams control which records Users are able to see in the application.
Roles control what Users can do with records.
You can add a custom Relate type field connected to the Users module, but this would act as a visual link only. Workflows that send an email to the assigned User would ignore the custom relate field. Reports based on the 'Assigned to User' relationship would ignore this custom field.

what about to set up a group user? Set a group email to this user and assign all opps to it. Workflow notifications should be send to the email group. Other users can filter for opps that are assigned to their group user.

Yes, using group user we can do it.
In this case we have to create many DL (group user email address).
Also, don't forget that records can be assigned to multiple Teams - and, Sugar automatically creates a private team for each user. That's how we've gotten around this issue
In this case email will not be trigger. Also, we want every single record should be in Global team.
In that case pavan agrawal, I would use the private user teams as you can also assign a record to Global as well. And, you can email Teams via workflows, if that is something you require as well.

I will use a Process definition. First, create a team with all the users that you need to check that kind of opportunities, then create a definition using a form action object configured as Self Service assigment and with the team created before. Finally, create a dashboard with the process author dashlet for all of this users.
