The time starts on the twelfth character and is 8 characters long in a date field. Does this work?
Unfortunately not but interestingly, it appears to be pulling the full Date and Time when I revert back to the original formula so something must be wrong somewhere...
What is the field data type of the field the formula is being put into?
I recommend using a textfield type, as that will show you a more accurate depiction of the output of the formula.
Also, your date format for your user profile can impact the output of a formula calling to a date or dateTime field. What is your date format for your test user?
The field looks to be set up correctly so I'll investigate the date format next...
And the date format is set to dd/mm/yyyy which is 10 characters in total, not sure what else to try next...

If you are going to pull just the time, you need to not convert the output into a date. It should remain just the string output, so you need to drop the date() function wrapping the original formula.
No problem Patrick, that works correctly now except that it doesn't update if I change the Start Time of the event.
It was originally 19/03/2018 20:00 which resulted in 20:00 in my Test field. I then changed it to
19/03/2018 20:15 but the Test field still shows 20:00
I thought it may have been something to do with the 'repeated' calendar entries I created but it looks like the formula grabs the Time when the Meeting is first created, which can't be altered.
Fixed it, I was using $date_modified instead of $date_start in my formula!
