What version of Sugar are you using?
If you have Workflow there may be some things you can do there.
Because we don't have workflow for renewals we have a custom scheduler that runs at regular intervals and creates Opportunities for Contracts that are about to expire, we run duplicate checks, and set specific fields in the Opportunity to avoid duplicating on the next run (contract number and contract period are copied to the Opportunity).
You could easily create a report for contracts whose expiration date is in x-months/years/days and have Sales subscribe to it so they receive regular reminders.
Or add a calculated field for a next-action-date to your contracts and base your reports on that.
A scheduler could look at the next-action-date and compose email reminders to users at regular intervals (weekly/monthly).
