Workflow email to two 'assigned to' users

We have two users assigned to an opportunity and both are relationships as opposed to being related fields.  We have workflows sending out emails when a specified field on an opportunity is updated. The problem we have is that the we can only send the emails to to an "assigned user" and the email only goes to the first of the two relationships. It's as though the workflow doesn't recognise the fact that there is a second assigned user. How do I make sure the email goes to both users? Thanks!
