Since the upgrade to 18.104.22.168, we can no longer copy or duplicate a quote. Is there a way to do this?

At this time it is not possible to copy a quote in Sugar 7.9 via the UI. We have enhancement request 79365 to add this functionality into the application. Please feel free to use that link for real-time updates on the enhancement request's progress.
That bug states that it's "Fixed/Implemented" but does not say in which version.
Is it possible to confirm if/when this is re-introduced?
Richard Coleman - The fix is scheduled to be included in our next cloud release, Winter '18, and our next on-premise release in the spring. However, I'd recommend filing a case with our support team referencing the enhancement request that Nathaniel Ray mentioned (#79365) to receive more specific details on how this can be fixed for your instance.

We faced the same issue on one of our customers instances and got a hotfix from the support. So I recommend to open a new support case to get one too for your SugarCRM version :-)
