I am really wondering how to remove subpanel buttons.
I have seen so many solutions but everything is not helping.
I am using Sugar 7.8 and the buttons I want to remove are below.
Don't remove them, deactivate them.

But after I applied it, the whole subpanel header disappeared.
I wanted to remove or disable only buttons, not the header.
And do you know about the buttons which control each row?
For example the second red rectangle on the screenshot in the question.

In order to modify the buttons on each subpanel record you have to customize the custom/modules/<SubpanelModule>/clients/base/views/subpanel-list/subpanel-list.php in order to modify the attribute 'rowactions'.
Eventually you can create a custom subpanel-list of a module specifically for a parent module, for example:
