My user cannot fwd email with status Archived, the rest is ok.
Is it normally or not? or I missing some configuration ?
Please give me some advice.

I'm presuming you're referring to an email which has been archived to Sugar via the Outlook plugin...? If so, you are correct - you cannot forward or reply to this email from within Sugar, as essentially you're viewing an image of the email in Sugar as opposed to the actual email record itself.
Our client found it frustrating because it means they need to find the user who archived the email in the first place, and ask them to reply/forward/print it from Outlook. This is difficult because the user in question may be out of the office, or even have left the business. So whilst the Outlook plugin is extremely useful, it is limited in its functionality.
We were advised there is an enhancement request for this feature, but I don't know if/when it will be reviewed
