A couple of questions regarding activity stream.

As far I understand it is possible to do that, but it requires several customization on ActivitystreamView.
Basically you need to copy the folder clients/base/views/activitystream and copy into custom/clients/base/views/activitystream, then you need to modify both activitystream.js and activitystream.hbs in order the setup some view controller attributes in the .js which will determine if user is allowed to post comments and manage in the activitystream.hbs the display of button 'reply-btn'.

You could perhaps create a logic hook similar to this: https://gist.github.com/esimonetti/9833daf823aa26b84afbbc4374e81f8a
You could adapt the disableActivityStream hook to only disable the creation of activity stream records if the logged in user is part of a specific Role, Team etc. based on the exact use case.
André Lopes suggestion is great as well, for the removal of the reply button (that my suggestion would not take care of).

Remember though, those are code level customisations that you will have to ensure they work correctly, and maintain yourself over time. I am providing them as a starting point for you to work with.
