Can you try re-downloading the package SugarPro-Upgrade-7.7.x-to-7.8.0.0.zip ? (it should be 38.62MB as per the info given on website download section)

Try to extract the same .zip file, and verify that you don't receive any error or extraction.

In addition in the guide it says in the guide under prerequisite:

Only instances running 7.7.1.1, 7.7.1.2, or 7.7.2.0 are eligible for upgrade to 7.8.0.0.

Should I upgrade to the ff version mention above?

I'm not sure how to update them.

First try to upgrade your 7.7.0.0 using SugarPro-Upgrade-7.7.x-to-7.7.2.1.zip

Then SugarPro-Upgrade-7.7.2.1-to-7.8.2.0.zip

Both upgrade packages are available in Download section.
