installation permissions community edition

I'm running the base installation of the community edition on centos7 and can't get past the permissions on the config check.  I have added the apache user as 777 at this point and I'm still getting the "The config file exists but is not writeable. Please take the necessary steps to make the file writeable"


[root@ sugarcrm]# ls -la | grep config
-rwxrwxrwx. 1 apache apache 0 Feb 6 12:07 config_override.php
-rwxrwxrwx. 1 apache apache 0 Feb 6 12:07 config.php
[root@sugarcrm]# ls -la | grep cache
drwxrwxrwx. 10 apache apache 127 Apr 26 08:53 cache


I also ran a script to confirm the user account and it is apache, what am I missing?
