Retricting user access to Excel Plug-In

Not directly for the plugin, however you could limit the access for those users in General in Administration > Role Management, either for Reports or for particular modules or both. Depending on the level of access you want to grant you could prevent all access or just to access to edit data from the plugin. Those changes will be system wide, so the users would also not be able to access/edit from within Sugar.

thanks for the reply! I guess this solves most of my problems, so I will go with the solution you suggested.

The plugin is really powerful in the right hands, but damage can be easily done to records when someone without sufficient knowledge uses it.
