How do we prevent sales reps from removing opportunities from a forecast?

In the forecasts module, sales reps establish and commit their quarterly forecast to the Sales manager. However, a sales rep can then change the Expected close date of an opp to move it to a later quarter. Now, it appears the opp was never included in the original quarter forecast. How can we track that an opportunity was in the forecast of a previous quarter but was changed? Or can we prevent someone from removing an opp after it's in the forecast?
