Installation not starting Database Check

I am trying to do a clean install of SugarEnterprise 7.7.2 on the following System:

  • Windows Server 2012 R2
  • IIS 8.5
  • PHP 5.6.29
  • ElasticSearch 1.4.4
  • Oracle 12C

I get to the part where I have to provide the Database Credentials and ElasticSearch settings. But once I click the "Next" button, nothing happens. There is no pop up, there is no loading sign, there is no entry in the php log in the install log in the sugarcrm log in the windows event log etc. I can also see there isn't even a connection being made to the Oracle Database.

I have tested that the OCI Extension works with PHP. PHP is able to connect to the Database via the TNSNAMES file with a simple PHP test script written.

Am I missing something? Are there any special folder Permission settings I am missing? I have given the AppPool Identity Modify rights on the Sugar CRM folder and Read rights on the PHP folder. Nothing helps.

It's just like that button doesn't work.
