On my dashboard, the Pipeline info for all quarters is blank, so is the top 10 Sales opportunities and the forecast pipeline chart. All my teams opportunities have been entered.
I would recommend making sure that your team members have all committed their forecasts once they have made changes to the forecasting sheet: https://support.sugarcrm.com/Documentation/Sugar_Versions/7.7/Pro/Application_Guide/Forecasts/#Committing_Forecasts
Also, make sure that your team members are configured to report to you in their user profile. If their profiles do not show you as their "Reports to" user, then the data will not appear in your forecasting sheets.

Thank you for the response Patrick! Now, I am the administrator for our CRM - I have all accesses and permissions (as far as I know). Do the members still need to show as "reports to" me? And if yes, can there be multiple names in the "reports to"? The owner would also like to see the same dashboard and he is also set up as an admin user.
Yes, that is correct. Even as a system administrator within the instance, the "reports to" structure must still be in place to see forecasting data for other users.
In the default configuration, only one user can be selected as the person to whom other users report. What may work, though, would be if you had all of the users in your company report to you (so each of their profiles have your name as the "Reports to" user) and then you could report to the owner (your profile would show the owner as "Reports to"). In this process, you and the owner would be able to see the same forecasting data since both of you are managers of the other users, albeit at two different levels.
Thank you for all those details. All of these steps have been followed. All "opportunities" have been entered, and each of the reps were configured to report to me. My dashboard, still does not reflect any of that data.
Just to confirm, all of the opportunities and line items are set to "include" in the forecasting (this is a field when editing them), the opportunities are appearing on the individual reps' dashboards, and each of the reps have pressed "commit" in the upper right corner of their forecasting sheet?

may I join to the discussion, because I'm trying just now to create some chart for our Area Sales Managers.
If I understand correctly there is no way to make a chart for people who are "assigned to" in to the Opportunities if they are not reporting to them self!
You could still potentially create reports with the appropriate filters and then display Saved Report Charts as dashlets. The "assigned to" or "assigned user" field within Opportunities can be filtered upon, and is different than the "Reports to" field within a user profile.
The "Reports to" field is used in Forecasting and usage of it is required for sales managers to view their reportees forecasting data. If you are solely trying to display opportunity data within the dashlet (without forecasting data specifically) then this should be possible via a report, and appropriate Saved Report Chart Dashlet.
