Issue when non-admin installs the bundle.

                 For what exactly you are installing the zip file.

Check the sugarcrm.log files in admin->system_settings->sugarcrm.log or <>/sugarcrm.log and also check apache error logs

You can upload Install able package installed 100% finished, that is correct.

No, this is not correct behavior (80%), that's means something wrong with CRM or package. 

Please check sugarcrm.log or apache.log what have written log.

Simple, non admin wont have full privileges thats the reason you are unable to install the package.

Same package try it with admin user and check once.

To my knowledge we cant do it with non admin users using module loader.
