Insert Tracker URL: disappears when editing Campaign Template

I'm currently using Community Edition 6.5.15.

 

I'm creating my first email campaign and newsletter campaign using the Campaign Wizard. I have an issue trying to edit email and newsletter templates to insert or edit trackers. When I create the email template originally (through Campaigns), I have the option to "Insert Tracker URL:"  However, if I return to the email template to edit it, "Insert Tracker URL" is missing. (Insert variable is still there, however...) 

 

Am I doing something wrong, or is this a bug?
