Creating Record from ListView is not loading RecordView customisation

Unfortunately you're going to have to duplicate your code in:

./custom/modules/CTA_CT_Agreements/clients/base/views/create/create.js 

./custom/modules/CTA_CT_Agreements/clients/base/views/create-actions/create-actions.js

./custom/modules/CTA_CT_Agreements/clients/base/views/create-nodupecheck/create-nodupecheck.js

Make sure you change the first few lines to:

({
extendsFrom: 'CreateView',
initialize: function (options) {

I can partly answer my own question - I need to create and extend a CreateView.

My question now is - what is the best way to share the JS code between my RecordView and CreateView? They are essentially identical files.

That's a great question,  with no great answers. So far, I've discovered you can use JSGroupings to include common functions:

You can also use the plugin framework to share common javascript blocks - https://developer.sugarcrm.com/2016/02/01/using-script-and-css-loading-plug-ins-for-easy-sugar-integrations/ 

There'll still be duplicated code, which is annoying. If someone has a better answer, let me know.
