How to create relationships(one to many) between custom module and core module in sugar 7?

In Studio, you have to create it from the "many" side of your 1-to-many relationship.

So for example if you want 1 RolesAtt to many Accounts, go to Studio->Accounts->Relationships and select "Add Relationship" and define the relationship as "One to Many" to your custom module. The result will be a subpanel on Accounts and a "relate field" on RolesAtt.

If you then want to customize the subpanel on Accounts, go to Accounts->Subpanels and find the one for RolesAtt

As a field of type "Relate" on your RolesAtt may be sufficient for what you need.
