If by ticketing you mean some sort of Support Case management system, yes, CE includes functionality to the effect.

I am not sure I understand your question. Are you needing assistance/support with the implementation of your SugarCRM CE instance? If so, Sugar (the company), does not offer assistance for that version, but you are welcome to post your queries in this forum. It is possible that an independent consultant may be able to help you as well.
If I am not wrong then you would like to have a ticketing system for your customer. where your customer can add their complains and request, and your support team get that information on CRM.
