Is there a way to assign a Task and make it Private to prevent other Users from seeing it?

Question

A manager would like to be able to assign one of his team members Tasks that can only be viewed by that individual due to topic sensitivity. Is there a way to prevent others from seeing some Tasks?

Assuming you are using Sugar Professional or Enterprise and not Community edition, you can use Teams for this.

When creating the task, set the Teams field to the user who should have access, in addition to setting the Assigned to.

Note that this will limit visibility of the task to anyone on that user's private team (if you set up the Reports to values in the user's profile, this includes the user's manager) - go to Admin > Team Management > team name to check membership. Also Sugar administrators and any users with a role granting Admin access to the Tasks module will be able to see the task.
