Can I change dropdown option visibility by role?

If you are using Sugar Enterprise, version 7.6 or higher, this is a feature built in to Studio. When you edit the dropdown list in Studio, you'll see a Role dropdown in the upper right corner. Select the role and set the desired values for users in that role. Any roles without a customized list set will use the default list.

As to the question about workflows, you could conceivably set up a role without any users in it, and add the value to that role, and it should still be available for workflows. (I've never actually tried it, but it seems to me it should work.)
