What can causes the problems?
Have you tried entering the correct details and then saving the changes straight away rather than pressing send test? After which you can go back in and press send test to check the details are working correctly.

Is your SMTP server behind a firewall?
to be honest I do not know because it is a rented server. one provider for smtp and sugarcrm.
is there other option you can think of than reinstall?
I recommend going to Admin > System Settings, and change the Log level to ERROR. Then reproduce the error that you receive when you try sending an email. Once that is performed, check the sugarcrm.log file for SMTP errors. You can also access the log file from the UI by going to Admin > System Settings > Scroll down to the bottom of the page and click "View Log" > Click All > Scroll down to view any SMTP errors.
This should display the exact error and hopefully will point you in the right direction to resolving it.
I do not have smtp problem, I have CMS problem, CMS is not able to remember password.

If the information is not retaining, I recommend first confirming that permissions are set appropriately so that Sugar can read and write to the files. Please review the following links for the recommended permissions for Windows and Linux.
You can also confirm that Sugar is running on the recommended platforms (PHP version/ Database version etc) by reviewing the phpinfo that can be retrieved from the Diagnostic files. To do this, go to Admin > Diagnostic Tools > Check the phpinfo() checkbox then click on Execute Diagnostic.
