Is it the times a person opens an e-mail? I have launched an e-mail campaign and I see that some targets have up to 14 Hits!! o_O

Yes this is correct, hits counts the number of times each action has occurred. For example viewing the email 4 times, and clicking the link 2 times. However please note that for viewed emails, if this recipient simply clicks on the email and then moves on then this counts as a viewed message.

To add to what Liam stated above, the "Hits" column in the "Viewed Message" sub-panel shows how many times the tracker image embedded in the Campaign email was requested from the server.
In the "Clicked Through" sub-panel, the "Hits" column counts how many times the user clicked the link.
If the email is forwarded to other people and they view and click the link, sugar will count that as a response and attribute a hit count for that response.
