When using an external mail client, does the "to:" field auto populate?

When using an external mail client, does the "to:" field auto populate with the contacts email address when the create button is clicked within the email sub-module of a contact? or does this only happen with the Sugar mail client?

 

It only seems to populate when the email address link is clicked. When the cursor is hovered over the create button of the email sub-module, the browser status bar only displays that it is a “mailto” link and has no email address after it.

 

Just checking if something broke in the system or if this is normal.
