The changes I make in my quotes.js files are not reflecting. Please help

Did you checked "custom/modules/Quotes" same location any quotes.js file there?

Check your console, there must be any error. May be your file didnt include correctly? where exactly you are including your quotes.js file?

no in "custom/modules/Quotes" there is no quotes.js

Go to ROOT/modules/quotes/tpls

open EditViewFooter.tpl

and change this

It does not show any error. Ideally it should open up as soon as I click on add group as per the code I have written.

In custom/modules/Quotes/quotes.js

I have added alert('test'); as shown below

inputEl.onclick = function() { alert(test');

            quotesManager.addRow('', '', '', '', 0, 0, '', '', '', '', '', '', '', this.tableId, '', '', '', '', '', '0', '', '', '');

        };

then repair and rebuild also Repair JS Files

but it doesn't effect on sugarcrm. I dont know whats the issue.

Have you tried clearing your browser's cache?

yes i have cleared browser's cache. Actually i want to add a functionality of add bulk products besides add row button.

In the code you posted there is a typo in your call to the alert function. The string test is not properly quoted. It is missing an opening quote. If you copied and pasted this from your code than that may be your problem.

Can you send me the part of code where you are including you js file.There might be a chance that file is not included correctly.
Plus alert a simple hello on ready function
