All my permisions are set to 775 and I am running 6.5. Any thoughts?
Can you unzip the folder and see if manifest.php exists in it ? It could be issue of cache/upload folder permission/ownership issue. I would suggest also checkout apache error log.

There can be different reasons.
1) The wrong rigths and permissions, just check them again, 775 looks good.
2) Some of these "language packs" were distributed without a manifest.php, mostly these zip files are simple xcopies of an installed version.
These a no language packs, so they cannot be installed. Perhaps they could by xcopied over an existing installation, be careful with such packages!
3) Some people unpack such a language pack and zip it together again overseeing that the manifest.php must be located in the root of the zip file. Mostly the root contains the directory where that language file was unpacked. So unpack it again and zip it with the manifest.php in the root.
