How can I change a dashlet so that it will appears for every user by default?

There is a module written to do this:
but it will replace all the selected users' dashboards with that of the template. So it may be too restrictive if you just want to add one dashlet.
If that's not for you - you can look to edit each users' records in the dashboards table, but it's not simple. Be aware that if you add default filters, the filters should either be existing global filters, custom global filters or filters that belong to that user. Don't assign a filter to one that belongs to another user - for example, by copying the code with the filter guid from another user - if the filter is theirs.
