I am having a very similar issue. I've updated all the way to 6.5.22 (from 6.4.x where the issue started). Here's my error:
ERROR CONNECTING to: ./index.php?entryPoint=json_server, ERROR:SyntaxError: JSON Parse error: Expected '}'
I have commented out the line in the utils.php and it doesn't change anything.
I have a similar problem. What causes this?
It could be that an upgrade corrupted the templates.
Can you try the following:
1.) Resave all email templates ( Mass update without changing anyhting)
2.) Run a Quick Repair and Rebuild in Admin -> Repair

I've tried that but unfortunately no change. This problem does exists in a clean install of SuiteCRM 7.3.1 also. I have traced the error to the include/utils.php file. The securesskey() is matching the passed $value with "
Removing the " from the matching criteria works and it also fixed another bug I was having with not being able to open up file attachment dialog in the compose email view.
I'm not sure what security issue could be open by doing this but it did fix my issues.

I still have the file attachment problem in our staging environment but not on my local install. I cant recall what I could of done to have it working because as far as I remember it was broken since the upgrade to 7.3.1 from CE 6.5.
The only problem I worked on was to try and fix the email template selection option.
Update : I found out what the issue could be.
On my staging environment I removed an older theme folder for another brand. This was the only difference between our staging and my development. There must be a reliance on the old theme. Now the file attachment dialog pops up.
This problem does not exists with the SuperR theme.
This fixed it for me, updated to Version 6.5.22 (Build 1055). Yea!
