Can't seem to use the Upgrade Wizard for 7.5.2.1 -> 7.6.0.0

When trying to use the Upgrade Wizard to go from 7.5.2.1 -> 7.6.0.0 on Premise, I get the first page where it asks me to upload the file, so I use the dialog to pick the file, and click "Upload", and about 15-20 seconds later, I get the red error box saying "Error: Expected File Upload", and nothing further.

If I watch sugarcrm.log as I attempt this, I see "Error: expected file upload" as soon as I click the upload button.

Any ideas?
