Let's say i have a field and i want an error message to be prompt when the other fields' conditions are not met. And when the error message prompts, i will be allowed to save the record.

You can create a custom save button. Basically you can copy the regular code of save button and add a js call just before check_form. This js call should validate that field and populate the js array 'validate' which will be processed on check_form and then display the validation messages bellow each unvalidated field.
