Stuck on Pre-upgrade Phase. Sugar 7.5.x to Sugar 7.6

I had this problem for a while now. The logs will just show. "[Upgrader] - Case-insensitive file-system support enabled." No php error log and no sugarcrm log. This instance is running on IIS. I have a fatal error shown in the browser.
