Workflow Troubleshooting?

I've got a workflow for the Cases module, triggered on modified records with the repeat run box checked.

Conditions are that the Assigned to field value has changed and the value isn't empty.  

But when I go edit a case and change the assigned to, it doesn't trigger.

Is there a log or something I can look at to determine why it isn't triggering?
