Business process:  Lead > opportunity > quote  = >contact>account>project

Our business model is that we convert a lead to an opportunity, then create a quote for that opportunity, and if the quote is accepted we then convert the opportunity to a contact, an account and a project. 

What is the best way to achieve this with sugar? 

I have tried modifying the lead conversion, but there are so many hurdles, that it may be more easily achieved with workflows?
