Howto Limit Users To See All Contacts But Not Who It's Assigned To

I have 5 agents who user Sugar every day. The management would like to change some permissions. What they want it the ability for each agent to see all contacts/leads in the CRM but not see if someone else is working on it. Bottom line, they don't want the agents to know who's working on what. Administrators should be able to see everything, assigned to, created by, etc.

What is the best way to do this? Can someone point me to an example of this specifically so I can tune it to our needs?
