Emails not sending from queue

I need to create an email campaign, and have been able to send test emails successfully, but when I send the emails manually, it goes in the queue, and when I click 'Send Queued Campaign Emails', nothing happens.  The 'Send Attempts' stay at 0.  I have tried playing with the 'In Process' setting but that doesn't do anything.  

All other email setting are working properly that I can tell.  Please help!
