Campaign Emails not going into queue

We are running CE Version 6.5.18 (Build 1110).

We started with a problem of the date the emails would be sent was 1969 not 2015. We went in and changed the date format and it appears that is fixed.

We see a lot of solutions if they are stuck in the queue but we are not even getting that far.

Here is what we have done so far.
1)We deleted target and campaign and started over
2)Changed email addresses
3)Changed target list from "test" to "default"
4)Adjusted the Scheduler so they it would send emails out every 5 mins instead of nightly for testing
5) When we send a test email from with in the campaign wizard it gets delivered
6)Before the date issue was fixed we had a list make it to the queue but it was scheduled for something like 1969. Needless to say that wasn't going anywhere so we deleted them to start over.
7) Even went back and actually read the is instruction and followed them.


Any ideas?
