I have installed SugarCRM 6.5.16 locally but some of the features do not work

I have installed SugarCRM 6.5.16 locally but some of the features do not work. I installed the same package on a Linux server and they work as expected so I don't know why this is happening.

example: When I click on the users name (Administrator)  on the server it brings up a series of text boxes like username and status. On the local host I only get the following text:

Another example is within the Admin page most of the links do not operate as expected  example: When I click on themes it just says Themes at the top of the information page with nothing below it. On the server it gives me the choice of themes.   

Does anyone have any idea what could be wrong?
