Cannot assign leads or contacts to a newly created user

Hallo, we are running Sugar 6.2.1 and suddenly cannot assign a newly created user to any Leads or Contact. Already existing users can be assigned properly.

We have cleared the caching in the admin menu, but this does not help.

Does anyone have an idea what the reason could be?
