All outgoing emails are not being sent, but remain in Queue

Outgoing campaign emails are not being sent to clients. Instead, they are being held in queue.
No log errors appear and upon clicking send all queued mails, they are still not sent out.
However, I do receive test emails from my outgoing mail server.
