Can you remotely connect to the on-demand MySQL database?

I have a quick question I'm hoping to get answered. We're currently running Sugar on-site (professional 6.5.9), and considering moving to on-demand. I have some automation in my current servers that pulls/updates some columns in accounts_cstm and uses these in various ways in our website.

My question is: will I be able to remotely connect to the on-demand database tables using something like (php) mysqli_real_connect() , or will I only be able to touch/view the database through the REST/Soap APIs? A full "mysqldump"-style export of the on-site database would also work, but I cannot find any docs on if or whether this is doable.
