Is it possible to create a Workflow for when an email address is marked opted out or invalid?

Without using a custom logic hook, is it possible to setup a workflow so that when an email address is marked as opted out or invalid you can trigger an action? 

I noticed the 'Email Address' module isn't available by default in the Workflow tools, so I guess that would need to be enabled first. Maybe you could set your target module to be the Email Address so that when the opt out or invalid fields change, you could do something to the related modules (Contacts, Targets, Leads, Users, Accounts, etc).

Has anyone tried to do something like this?
