Custom administrator panel ignored during quick repair & rebuild

Hello,

I am attempting to create a custom administration panel. I have found numerous tutorials on how to do this, for example:

and others. The problem is that even though I follow the instructions down to the last detail, the panel never appears. I know my code is right, because I went and edited the <sugar_root>/modules/Administration/metadata/adminpaneldefs.php file, inserted my code and did a rebuild - the panel displayed just fine. But when I put the file in /custom/Extension/modules/Administration/Ext/Administration/aresConfig.php (http://pastebin.com/puR8gR0u), as per the instructions, and do a rebuild, it is ignored - no administration.ext.php file is created. I have tested this on Sugar 7.2.1 (Professional) and Sugar 6.5.11 (CE) with the same results (both are on-site).

This issue is time critical, because it is preventing us from finishing an integration product for our customers which is due in a couple of days, so I was hoping someone could maybe attempt to replicate my problems, or let me know if this is a bug or something else...any and all help is much appreciated.

Please advise ASAP, and my apologies if I am overlooking something obvious.
